Barnes fame ( https://rumble.com/user/vivafrei ) who did a paper in law school on why KKK violence fluctuated so much from decade to decade.
He said it was clear and obvious that the perpetrators of the violence were almost always criminals and sociopaths. Given that the numbers of sociopaths don't fluctuate wildly from year to year or decade to decade it piqued his interest to find out the reason for the big fluctuations in the KKK violence over those time frames.
He said that he found that periodically the powers that be would make it obvious that the perpetrators of that racial violence would not be punished for their crimes and like clockwork the violence would be instigated and rewarded, or at least not punished at all. He said it became clear to him that the sociopaths were the useful idiots for those in power who wanted to take advantage of their violent inclinations for their own political ends. When their goals had been achieved they would call off the dogs by letting it be known that these criminal acts would be prosecuted. Once people started being arrested and going to jail the violence would die down, sometimes for many years until TPTB decided they needed the violence again to achieve their goals again.
He obviously felt that the same thing was going on with all of the BLM rioting going on. Prosecutors and Attorney Generals in various places were signaling that they were not going to prosecute the perpetrators of violence. Some even seemed to protect or encourage the violence.
