That's on the government and the hospitals.
I agree with you that the current paradigm of the hospitals focus on running a tight ship to maximize profits does not work well when the demand jumps even a relatively small amount.
It is somewhat similar to when our car companies started copying the Japanese "just in time" delivery model. It is very efficient and works well when all things are working as they normally should, but if things change even a little it can cause big problems.
