It therefore grants the rights to the people by disallowing the government to screw with those rights.
The term negative liberties or negative rights was an obama term designed to denigrate the constitution and argue that the constitution should tell the government what it is required to do, rather than delineate what it is prohibited from doing.
The term "negative rights" is an asinine term imo. But obama wanted to sound sophisticated and learned so he said "negative rights" instead of saying a prohibition against the government usurping or diminishing the rights of citizens.
