Every league has the bottom who hit it big every 30 years - the KC Royals, the Detroit Lions, the Atlanta Hawks, the Milwaukee Bucks, the Cincy Bengals.

There are 20 majors, the rest are all close. No need to add Nebraska as they have a low population and low draw. You want population spread across the country. But you ideally want more than 20 schools.
