1 conference of 28 schools. Kick out the NCAA and institute your own rules. At the end of the season you have a playoff within the league only. If a school like Michigan doesn't want to join - that's their own problem.

It's built like FIFA was built. Once you have the elites, everyone else will rush to join versus trying to make it as an alternative.
