Those decisions should be made by the governing bodies of each individual sport or association. Civil actions can be filed by any parties that think they are aggrieved.

State legislatures almost ALWAYS fu$k this shyte up. I remember the Missouri GA almost did the same thing with MSHSAA and Olympic sports about 15 years ago.
