There were restrictions on going to restaurants in many places, but there were not in others. Nevertheless, in both situations, restaurants went out of business / loss massive amounts of patronage.
Not sure how you can blame restrictions on lost patronage / going out of business in places where there were no restrictions.
That's because the reasonable person would understand that your arch enemy, the state, didn't prevent MANY people from coming to their own opinion that they didn't want to visit a restaurant during a pandemic.
