That declaration of war then gives the president the power to utilize the military for war.
That is the powers stated by the Constitution.
Congress later came up with the War Powers Act saying well the president can use the military for a limited number of days without Congress declaring war.
That act is possibly unconstitutional because there is no declared war by Congress as required in the Constitution.
