to set the precise parameters on the president and his ability to use military force.

Those parameters are specified in Federalist 69.

The President commands the military as the first general and admiral, but unlike the king, he cannot raise and regulate the military nor declare war. Those powers belong to the legislature. Once the legislature declares war, then can the president act as the first General and admiral over the military.
