The only alternative is to test everyone... weekly?

and of course the tests aren't exactly known for their accuracy.

An estimate is all that can be used, and that was an estimate from the WHO.

It is an informed estimate, of course. They had done many antibody tests and found 40% or more of people who had been infected showed no symptoms.
