I am not sure how you can definitively tell.
There have also been newer studies that show the benefits of weed...so if weed use has increases, would it be due to lack of a drug law, or as a result of the new studies? Or maybe even that there are more doctors prescribing/recommending the use of weed under some circumstances.
One thing that is clear...drug laws do not work well, and cause increased other crimes as a result (mostly due to black market stuff).
