That's true, it is, but you don't have to have a dominant #1 if you have 2 that are excellent.
I have also found that if you have several "good", but not great pitchers, by using them within game exposure, can make up for if not cover for lack of dominance. Pitchers that can get a team through an opposing lineup once or twice can still help a team a lot.
Sort of like developing one into a closer role.
