was a process in place to assure that the person casting the ballot was the person to whom the ballot was sent.

If there are checks in place for that then it is acceptable.

The school district that I worked in last year did a vote by mail bond issue. They sent ballots to every registered voter in the district. There were zero checks, that I know of, to assure the legitimacy of the ballots. This was a district with about 80% free and reduced lunch participants and the yes vote extended a bond issue that affected their tax rate.
