Absentee - request ballot - Get ballot in mail - complete ballot - have ballot noterized - mail ballot back
Vote by mail - state mails ballot to everyone at whatever address they have on file - you receive a ballot (it may be yours or someone else's, it doesn't really matter) - you mark the ballot you were sent, sign and send it back in the mail - someone or something may check your signature before counting 'your' vote.
Do you really think those two systems are the same?
