I mean, a scientist supporting other scientists research into dangerous things? I guess one could argue that US $$$ shouldn't have been used, but it's not like we were going to stop China from doing the research. Arguably, by supporting it, you give them a reason to share that research with the international community. I think it's naive to think that they wouldn't have done it anyway.
