it was reported earlier that Navarro got DJT's blessing to pen the piece, so it wasn't in opposition to the WH's views. The tweet embedded in this one seems to indicate the opposite. Of course, there was also the WaPo's Op Ed recently that said that the Administration appearing to denigrate the medical community is a losing strategy and a mess, so perhaps the official denial is an effort to mitigate those folks.

I suppose that it's not surprising that Navarro would be in opposition to those advocating caution. His role is to ramp things up economically as big as possible.
