disastrous shutdown orders and the consequential economic and social fallout.

But, I doubt there was really anything they could do about the virus. That those states experienced the worst of COVID in the US probably has to do with many factors unrelated to govt interference, including denser populations and higher viral loads, dense living older people, colder weather, a stronger virus than a later mutated weaker version, bad medical treatments (now revised... i.e. no ventilators), etc.

Novel viruses go viral.
