protests. I've not really been able to find anything that correlates to cases spiking in any given area. It seems when the virus hits, it will spread fairly quickly and cause a spike whether you're shutdown, protesting, etc etc etc. If you're gathering in groups and the virus hasn't hit yet, you're not going to see a spike.
