With that being the goal, you can never not be in lock down as the numbers must never, ever overwhelm the inventory of ICU beds with a sufficient number of empties for "just in case". Thus it means you can't go back to work until a sufficient number of people have been in the ICU over the maximum amount of time. In a metro area of Houston's size, you're talking several years.

Is that the best thing to do?
