Why should he have been arrested?

it was $20.
He was taken out of his car...basically sat down on the curb for a bit. There might have been a slight resistance getting out of his car, but certainly undercontrol.
He was then taken to the police car...unsure of exactly what happened there (surely body cam will show)...then he was on the ground with three police officers on him, including a knee to the throat for over 8 minutes, the last 3+ minutes while unconscious.
