We're asking (usually) well-trained professionals to do an impossible job and when it goes bad, perps wanna riot.

2. Was driving a vehicle.
3. Resisted arrest.
No amount of rules or review boards is going to improve the outcome every time.
The best idea is to simply avoid doing items 1, 2, 3.
And then probably you won't get killed.
This is common sense though and common sense has no place in the modern cult known as LIBERALISM.
