I am just looking at the underlying issues.

Is telling the cops to back off a reasonable response? If cops approach someone suspected of purse snatching, a minor crime but still a crime, and the purse snatcher knows that they are required to back off if things escalate then isn't the smart move on his part to immediately escalate the situation?

Anyone who has had children knows that temper tantrums must be addressed. Sometimes the easiest thing is to just give in but then they quickly learn that tantrums work. If cops are told to just walk away then the crime goes unpunished, the criminals get empowered and, worst of all, the victims continue to be victimized at ever increasing levels.
