but at this point not surprising. The Appeals Court (the higher court) simply asked Sullivan to explain his actions. Instead, Sullivan doesn't do this and continues to throw a tantrum. I can't image this going over well. There is little doubt that he's just trying to delay this as much as possible to impact the election.
