I do believe most of my dem friends I would categorize as emotionally honest. They would say in this case it is just the "right thing" to help out the states but cannot offer an intellectual rationale as to why.

Giving businesses some money makes sense as the government shut them down through no fault of their own. But I would like to understand why we should bail out NY and IL for decades of fiscal irresponsibility.

Please explain why this message is being reported.
