for why the federal government, and by that I mean our tax dollars (since that is how the feds get money), should be used to bail out deficits and budget irresponsibility states have demonstrated for decades?

Would be nice if there was not deflection. Not rationalizing. Just attempts to honestly explain why our money should be used because some states have not dealt with the bad deals and issues they have had for decades.
