Is there a state of emergency? I think that's the difference

If publix can get $16 for TP on a normal day, then that's no problem. If they are using the scarcity generated by a state of emergency in this country to get a much higher price, then that's price gouging. I'm guessing if she wanted to report it, she could probably get them in trouble. Lots of state governments are going after price gougers recently.
