Trumps comments and actions have and are causing people to perceive that he puts $$$ ahead of lives. People vote their perceptions, and those may or may not reflect reality.
He can also be attacked for a "lack of leadership" that has allowed the pandemic to worsen.
If the choice is between perception and reality in an election, perception wins a lot more often than reality.
