focus on the disease itself...detection, prevention, treatment, recovery. For the time being, making those that are directly affected "whole", but letting it be managed at the local level.

If needed, let tax payments, tax submissions delayed without penalty. A focus on how to get the country back to business as usual.

The financial aspects tax cuts, incentives, etc. can be dealt with later.
