not the same thing as bailing someone out. It is more akin to giving discounts vs giving someone cash.

The states charge businesses within their border taxes. Businesses are cash cows for them. States compete with other states to have businesses locate there & will give temporary tax breaks to have them do so.

That is far different than paying off the loans of businesses that made stupid decisions.

Additionally, in the example you gave I assume that CAT never got those tax breaks for locating there since they never in fact did locate there. If not, then the legislators or whoever put that package together were really, really stupid.
