The government does it through force...effectively saving the guy that lost the money, and forcing his debtors to take the loss.

It is ultimately what leads to a bailout though..see TARP and auto bailouts.

Pickle actually posted a good article on this (mises I believe) a few times. It certainly made some good points....and as usual, it ends up protecting the wealthy.
