storage costs for cloudy &/or windless days & nights? Do they include maintenance and replacement costs?

For vehicle transportation fuel, does it include loss over transmission lines?

Does it account for consumer preferences? Many/most have "range anxiety". They prefer a vehicle they can drive long distances and refuel in 10 or 15 minutes.
