fuels are still the best alternative, but if the government intervenes by determining mathematical formulas to incorporate externalities *then* solar and wind will outcompete them?

If so, that is certainly different than what you seem to be arguing elsewhere... that fossil fuels are currently less economically viable than solar & wind.
