Chicago PD had to write a contact card any time they frisked someone. I think NYPD does that now too.
obviously the frisk rate would be higher than the arrest rate. probably much higher. of course, the officer doesn't have to be correct in their assumption that the individual is armed and dangerous just reasonable in their belief that they might be.
