I used to teach a class on Terry Stops and an example i used was a Game Warden. Most of the people a Game Warden stops are armed and usually visibly so. But that doesn't give the Warden blanket authority to frisk (not search) every single hunter they stop. They must have reasonable suspicion regarding the individual is about to, is, or just committed a crime AND they are armed AND they are dangerous.
it's really a 3 prong test.
