(1) Take money from Person A against his will
(2) Send it to Washington D.C. where a big cut of the money is taken to pay bureaucrats
(3) Return a small portion of the money to Doctor B to treat Person A at Doctor B's medical practice located within 5 miles of Person A's residence.
