the three branches of government derive their power from the Constitution. The Constitution stipulates powers for each branch. That is the supreme law of the land. The Legislative Branch can't redefine those powers for themselves or any other branch of government through their legislation. If the powers granted to each branch of government needs to be changed, a Constitutional Amendment is required. The Constitution provides that an amendment may be proposed either by the Congress with a two-thirds majority vote in both the House of Representatives and the Senate or by a constitutional convention called for by two-thirds of the State legislatures.
