Dems should have subpoened Bolton day one and if they have not subpoened Mulvaney should have done that day one AND if he balks threaten and imposed fines of $10,000 a day for not complying with the subpoena. That ought to have gotten their attention.
This idea that a Congressional subpoena lacks the force of law unless approved by a judge is ludicrous. Pelosi and Nadler "should have" moved faster. But even the GOP law expert yesterday testified that if Trump did that of which he is accused - it is an impeachable offense.
No one is above the law.
