9/11 as the declaration. Again, the Constitution does not spell out what an actual declaration must be. And in 1973 they allowed much more leeway for the Executive Branch.

You are trying to hard. Don't be desperate. It's ok. One day you will likely catch me in a misstatement or something. Even I am not absolutely perfect.
