in this case is that what he wanted in return for US tax- payer-funded, Congressionally approved financing was personal gain. If the Ukrain was unwilling to serve Trump's personal political interests (as opposed to US national interests), then he would continue to hold back funding.

Note the funding was released - two days AFTER the WB report. How coincidental.
