You could, for example, solicit a bribe that does not benefit you personally.
"I'll grant you this contract if you contribute XX to the RNC/DNC" would be a bribe.
QPQ is not necessarily wrong. People put conditions on appropriations/gifts all the time. "I'll give $1mm to the school, if you name it after my family". There's nothing illegal in that.
