and part of the issue here is that Congress appropriated the funds to be spent. The claim is that POTUS subverted that by withholding the funding until he could get what benefitted him personally. Does he have the authority to do that?
So, I don't believe that quid pro quo's are, per se, wrong or illegal. Congress is certainly able to condition the granting of funds on the recipients complying with its requirements to get those funds. However, I don't know if the Executive Branch is able to undo that funding by unilaterally withholding the funds for additional conditions.
Bring it back home. Congress appropriates $$$. POTUS can control $$$ that he has discretionary authority over, but not something that has been specifically appropriated and which is not subject to his discretion.
