it takes a majority of the state legislature to actually pass it.
The bill was introduced by 1 state rep in FL (a democrat from a liberal county) and by 2 state reps in PA (both democrats from the same liberal county).
Penn State strongly opposes the legislation, as do the Florida schools. Fortunately for them, their state legislatures aren't full of crackpots like CA's. Remember, Trump won those states in 2016... they're nowhere close to CA politically or ideologically. Those bills are DoA.
