Having a discussion with a congressional staffer OR discussing with personal counsel is not a "FORMAL REPORTING" (read the instructions instead of the form.)

There is NO INDICATION that the WB "also filed a formal complaint" with CIA counsel (TRUMP APPOINTEE.) CIA counsel became aware of it through 3rd party contact (again "NOT REPORTING"), and was alarmed by trump's actions.

There is no criminal act here - if the wb mischecked a box, the only potential ramification is loss of WB status (like he/she is going to have that anyway.) I'm sure that trump/rudy already know who the wb is.
