the report was going to be disclosed to congress. period. hard stop. if "the rule" is not in the statute or the CFRs it doesn't exist...i don't know how to say it any differently. if there was a form that required something not in the statute or CFRs it would fail at the first opportunity for administrative review. it never made it to failure, further evidence the process works.

i have assumed no position on trump's actions constitute a crime, let alone high crimes and misdemeanors. i would guess it is technically a crime and no where near enough to carry removal.
