None of what you say is true.
Innocent until proven guilty is not digital. Prosecutors present evidence all the time and individuals are still found not guilty. It is up to a jury to determine "beyond a reasonable doubt" as to the person's guilt based on the something (evidence) that the prosecutor's found.
Sometimes a prosecutor will decline to charge an individual because the something they found wouldn't be enough to secure a guilty verdict.
