if it never reaches them?

I get your point - you think that you're making the "crisis" even more dire, but where's the proof that it was succeeding in alleviating it?

It seems that there's a need for aid, but it has to reach the intended folks that need help or it' just wasted and you're making the criminals even richer in the meanwhile.
