It basically is a belief system that Race X is superior to Race Y.

Every comment referencing Race is not nec an example of racism

Saying black folks are involved in a lot of shootings is not nec a racist comment whereas blacks cannot help themselves from such behaviour borders on racist.

I think one can display racist tendencies however if when viewing behaviour of a group focus on race as an influential factor.
