Population of a state and the number of districts needed. The rules would simply state that you start at a point and for every mile you move the border south it must move one west until you had your target population number. Then you would start the next district. All districts would basically be square with minor variations accepted for geographic reasons.
This would be very easy to do with census data and good mapping software. Something tells me that google could do it right now, not that I would trust them with this.
