I'm less concerned with motivation than outcome. To me, on this question, there are procedures and policies in place to guard against the gerrymandering issue. Frankly, I think they should set a national standard for districts and just make them a set defined geographic area.

"Beginning with your eastern border and proceeding west 10 miles, then south 10 miles, then...." whatever that area is defined to be would be a district. Then, the only screwing around is moving families in and out of the districts around census time.
