the "cities" and development will alter themselves to align commonalities. Frankly, I don't care if the rich guy in Ladue has to be in a district with the blacks in U-City. Whoever wins from that district should have to be able to sell themselves to whatever groups are present. And yes, the guy in Montana might represent 10 folks.
